CONSTITUTION OF WIMBLEDON EAST HILLSIDE RESIDENTS’ ASSOCIATION (WEHRA)
TITLE: The title of the Association will be the ‘ Wimbledon East Hillside Residents’ Association’ (WEHRA).
CONSTITUTION: Membership of the Association will be open to all residents living within the Area of the Association who are aged 18 years or over.
AREA: The Area of the Association comprises the following roads: Alexandra Road, Alwyne Road, Bernard Gardens, Compton Road, Glendale Drive, Parkwood Road, Rostrevor Road, Springfield Road, Woodside, Worcester Road.
AIMS: The aims of the Association are to preserve and improve the amenities of the area.
GENERAL MEETINGS: The Association shall meet at such times as may be thought necessary by the Executive Committee.
ANNUAL GENERAL MEETINGS: The Annual General Meeting shall be held once every year for the election of the Executive Committee and for the presentation of the Report and Accounts of the previous year.
AGENDA: All meeting agendas shall be circulated at least 7 days prior to the meeting.
REQUISITIONED MEETINGS: A Special General Meeting shall be called within 14 days of receipt by the Association Chair of a requisition signed by not less than 7 members, provided that the object of such a meeting and the resolutions to be considered by it , shall be specified on the requisition.
OFFICERS: A Chair, Honorary Secretary and Honorary Treasurer shall be appointed at the Annual General Meeting, they shall retire annually and be eligible for re-appointment.
EXECUTIVE COMMITTEE: The Association shall appoint annually an Executive Committee which shall consist of the officers and not less than 2 nor more than 15 members of the Association.
The Executive Committee shall have the power to fill any vacancy arising during the year, and to co-opt no more than 5 additional members.
The Executive Committee may delegate any of their powers to a Sub-Committee consisting of such members the of the Executive Committee they see fit.
Any Sub-Committee shall conform to any regulations imposed on it by the Executive Committee and the meetings and proceedings of any such committee shall be governed by the rules relating to the Executive Committee, so far as applicable and so far as they are not superseded by any regulations made by the Executive Committee.
COMMITTEE MEETINGS: 7 days’ notice is to be given of any such meeting except in case of an emergency.
QUORUM: The quorum for a General Meeting of the Association will be 10 members and for members of the Executive Committee, 4 members.
VOTING: Each member whose household subscription is paid up to date shall be entitled to one vote a General Meeting.
The voting at all meetings of the Association shall be a show of hands , or by such other method as the Executive Committee shall, at its sole discretion , decide.
In the event of the voting being equal, the Chair shall have the casting vote.
SUBSCRIPTIONS: The subscription per household shall be determined from time to time by the Association.
ACCOUNTS: The Accounts of the Association shall be made annually and shall be examined and certified by an Honorary Auditor to be appointed by the Association for this purpose.
AMENDMENT OF RULES: No amendment of these rules shall be made except by the consent of two-thirds of the members who vote at the Annual General Meeting or at a Special General Meeting called for that purpose.
